It is in the children's best interest (where safe to do so) to be cared for by their birth parents/family and whilst often children will return home once it is safe for them to do so, some children will need carers to provide them with a permanent home.
Currently, there are over 15,000 children and young people residing in an Out of Home Care placement, but only 9,000 authorised kinship/ foster care households.
